When click to Create button;
Name and Code fields are required field.
Declaration Rights; This is the field where the right of declaration information agreed in the contract is entered.
Declaration Limit; This is the field where the declaration limit information agreed in the contract is entered.
Selection is made from the records defined in the Fuel Type Name, Segment Name and Transmission Type Name fields.
